Job description:

Performs all tasks involved in the formation and award of contracts. Communicates with bidders and personnel within Bechtel and the customers procurement framework to establish clear definition of requirements and to assure performance to the stated project requirements. Assists and conducts meetings as needed to perform the work.

Administers medium to large moderately complex (sub)contracts. Maintains a continuing review of the progress of each (sub)contract and provides management with information regarding any financial, legal or technical difficulties. Prepares change order and amendments, negotiates with (sub)contractors and customers to obtain settlement.

Reports directly to the Procurement Lead for technical and functional guidance.

May provide operational supervision to (Sub)contract Specialist(s) and/or other (Sub)contract Administrators.
Maintains internal contacts with managers and supervisors and participates in negotiations with customers.
Maintains working relationships with project contracts personnel and other project supervisors in order to be cognizant of all project operations and to implement appropriate actions on behalf of the procurement function.
Maintains relationships with bidders and contractor personnel in order to resolve specific project problems, to be aware of current market conditions, and to inform bidders and contractors, when necessary, of the overall project requirements.
Maintains contact with corporate groups, functional departments, and global business unit contracts personnel.
Maintains contacts with client personnel as authorized and/or directed.

About the role:

Develops and issues contracts and services agreements as assigned by performing the following:

Prepares bidders' lists
Pre-qualifies bidders
Forms bid request packages
Issues bid request packages to approved bidders
Coordinates bidders' questions and answers to those questions
Receives bids
Evaluates bids commercially
Prepares Commercial Bid Summary and recommendation letter
Recommends and secures approvals in accordance with established procedures
Prepares contract documents for execution
Prepares and maintains control and status reporting documents
Implement the Standard Work Process Procedures applicable to (Sub)Contract Administration.
Administers assigned (sub)contracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
Coordinates with designated staff on operational activities affecting contractual rights and obligations, (sub)contract performance, (sub)contract administration and other major matters.
Administers moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
Represents Bechtel in contractual discussions of moderate complexity.
Administers information programs to ensure mutual understanding of (sub)contract terms and conditions.
Prepares periodic status reports for management.
Prepares and maintains project bidder lists, ensuring supporting input is received from all contracts functions and other functional groups
Prepares bid request packages, addenda, and other bid cycle correspondence to ensure proper format, content and project requirements are met.
Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority. Ensures all commitments made by subordinate personnel are accurately presented and follow established approval and signing authorities contained in company policies and procedures. Reviews and recommends bid selections that require higher approval authority.
Communicates with Engineering and Construction supervision to assist, guide and plan the processing of service requisitions for all project contracts.
Develops project contracts operating procedures for review by designated supervisor and inclusion into the project contract procedures.
Develops and coordinates project work-hour estimates for the contracts function. Monitors project work and the expenditure of work-hours within approved budgets.
Develops, monitors, and maintains project master contracts forms, including legal and commercial terms and conditions to be included in the project contracts documents.
Supports negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of contracts when such action is agreed as necessary by the designated supervisor.
Ensures that project contracting of goods and services is consistent with established directives, management instructions and contract procedures.

What you bring:

Knowledge and implementation experience with procurement regulations, policies, and practices.
Broad experience in the formation, negotiation, and award of all types of contracts.
Specialized courses or experience in pricing, contract law, negotiations and accounting.
Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures, and work practices.
Demonstrated oral and written communication skills.
Experience in developing complex contract types, fee arrangements and contract terms.
Experience in developing and recommending potential solutions to contractual problems to management.
Administers complex (sub)contracts. Extensive knowledge and experience in (sub)contract administration required. Represents Bechtel in (sub)contract negotiations.
